I was just wondering when should a directory go from being free, paid and reciprical to paid and reciprocal? And then wen should a directory go from paid and reciprocal to just paid??

If you are going to be a paid directory then start out as a paid directory-it is actually not a very good idea to switch, when you switch then your old marketing campaign of being a free directory is lost. Users who find you through a link claiming to be a "free directory" will become discouraged and will not submit to you.
